Job overview

We are looking to appoint a highly skilled, motivated, and engaging leader to fulfil the senior role of Chief Finance Manager.  As a key member of the Berkshire and Surrey Pathology Services (BSPS) senior team, you will be responsible for our organisational budget (circa. £115 Million) and provide strategic leadership to our finance function. You will lead on all aspects of BSPS wide financial performance, short- and long-term planning and financial sustainability for this complex c. £115m turnover organisation. This will include attending and presenting at BSPS Executive meetings, the BSPS Board (as required) and Finance and Investment sub committees on a range of financial issues. The Chief Finance Manager leads the management of the BSPS Finance team and may attend Trust Audit Committees and Finance Performance meetings as required.

This is a key role in providing direction and support to ensure a coordinated approach to financial and commercial performance across our organisation and providing financial expertise in terms of budgeting, costing and business planning and development.

Main duties of the job

The successful candidate will be experienced in leading financial performance and sustainability in a complex network environment, be technically and intellectually strong and able to provide strong professional leadership for the financial staff within BSPS. As a strategic leader, you will develop and lead the finance function in support of the overall strategy and direction of BSPS and its partner organisations.

You will have responsibility for implementing an annual contracting strategy and “horizon scanning” for any potential bidding and service development opportunities for BSPS and undertake research modelling and collation of information to support the Executive Team to reach “bid” or “no bid” decisions.

As a senior member of the BSPS leadership team, you will be able to demonstrate an innovative approach and clear focus on driving continuous improvement across the finance function and beyond, while embedding a supportive, high-performance culture.

Qualifications

Essential criteria
  • Educated to masters level or equivalent
  • CCAB/CIMA qualified with relevant post qualification experience.

Experience

Essential criteria
  • Experience of working at a senior management level in an NHS finance department including budget setting and managing multi-million pound budgets.
  • Significant experience at strategic level in an NHS or equivalent, complex operating environment.
  • Expert understanding of the NHS financial regime.
Desirable criteria
  • Led budget setting in an NHS environment.
  • Knowledge of Reference Costs and the NHS payment system

Skills & Knowledge

Essential criteria
  • Knowledge of all appropriate legislation and its application within a large organisation
  • Understanding of NHS income mechanisms and their impact
  • Knowledge of technical contracting requirements, together with experience of understanding and interpreting relevant guidance in a complex organisation
Desirable criteria
  • Knowledge of corporate governance and risk management approaches to contracting, commercial development and operational plans.
